The above 2 are related to how you want to do development with Arch.
i.e. do you want everyone and their mom to create tagged branches and
recontribute by saying "merge from my branch" or do you want them to
provide a diff, or would you like them to mail diffs back, get them
queued up for application, etc (the last is the role that the PQM
tries to play, from what I've understood). Or do you just want to
have folks write directly (i.e. canonical repository for all
developers)
