The list is already on gmane, which has nntp / mail gateways for about
every interesting public list on earth.  This message is posted
through gmane (see headers).

The only reason I see for a Usenet group is advertising, and the
bureaucratic creation procedure tries to ensures that you only get a
group when the subject is already fairly well known on among Usenet
users.
